Thanks for your question. It's not possible to attach a document from another matter directly to an email launched within a separate matter. This restriction is in place to help ensure that all email correspondence and attachments are correctly saved against the appropriate matter.
If you need to include a document from a different matter, you can first copy that document into the current matter, and then attach it from there.

The best workaround I've found is to download the attachment to my computer, then add it as a new document to the second matter. It's fairly common for clients who have more than one matter ongoing to address both in a single email, necessitating saving the email and/or relevant attachments twice.
